Reported back to state, and federal governments in itemized detail where each dollar is spent, how, and why it was justified for said expenditures using the SPARS, and BISR reporting systems.

In addition has proven to demonstrate critical knowledge on the health care professionals role in the public health and incident management systems, community mental health and special needs of vulnerable persons.

Letter of acknowledgement of my position of acting Regional Incident Commander of 2006 at the East Texas Council of Governments in the Homeland Security Department.

The letter thanks me for my part and leadership in writing the Hazard Mitigation Plans for 14 different counties in Texas, and the safety programs I work with and financed. 

The ETCOG Long-Term Interoperability Strategic Plan for Communication Projects was developed by the ETCOG Long-Term Interoperability Work Group (LTI), recommended to the ETCOG planner, that was me, and then proposed to GDEM.

Homeland Security Task Force (HSTF) for approval and approved by ETCOG Executive Committee.

ETCOG was tasked with identifying interoperable communications needs, setting communications funding priorities, and making recommendations on needs, priorities, and funding allocations to HSTF.
In 2005, in response to a directive from the Governor's Division of Emergency Management that every Texas COG create a regional plan for achieving "Level 4" interoperability by January 2007, LTI created the ETCOG Long-Term Interoperability Plan. This plan was approved by the Governor's Office in January 2006. All member counties subsequently signed a ETCOG memorandum of understanding agreeing to abide by the terms of the LTI Plan.

Meeting the Needs of First Responders

On April 11, 2007, I was awarded recognition in a news conference at the State Capitol, Governor Perry announced that Texas had achieved a (basic) Level 4 interoperability capability (which included the ETCOG Region.)

This announcement was reaffirmed in the Texas State Preparedness Report, published in March 2008 by the Governor's Division of Emergency Management, as follows: "The state goal of achieving Level 4 tactical radio interoperability as defined in the TRCIP has been achieved in all 24 planning regions" (p.60).

I was within a long list of nominees for this particular prize are important cultural people the world over including influential doctors scientists, teachers and artists.

The objective of the prize is to celebrate the work of individuals who are achieving results across political, religious and ethnic divisions for peace and justice.

Mr. Kim L. Rozell recognized for developing and designing several distance education programs are designed to serve students in third world nations who may not be able to pursue an education through traditional means.
This way children can attend accredited community school programs include all forms of external help with community school programs. Some are called village schools, other programs call themselves Independent Study Programs, Distance Learning Programs, Virtual or Cyber Schools, Charter Schools, and Learning Centers.

Education in developing countries can be a major challenge. A lack of infrastructure, qualified teachers, even safety issues and child labor can all stand in the way of students and a quality education.

But through the use of technology, videos, visual aids and innovation, distance education can reach even the most far-flung and impoverished areas of the world, bringing first-world education to third-world countries.

Aimed at ten different developing areas where distance education is really making a difference, allowing students who would otherwise go without education to enjoy the ability to have a meaningful education.
